Leh, June 27, 2025:
The Administration of the Union Territory of Ladakh has officially declared specific villages and hamlets as Areas Adjoining the Actual Line of Control (ALC), making them eligible for reservation benefits under the Jammu and Kashmir Reservation Act, 2004, as amended by the UT of Ladakh Reservation (Amendment) Regulation, 2025.

This decision follows the submission of the final report by a One-Member Commission, chaired by Hon’ble Justice Bansi Lal Bhat, which was constituted in October 2023. The commission identified ALC areas in both Leh and Kargil districts. An internal committee later reviewed and accepted the commission’s recommendations.

The notification, issued by the Social & Tribal Welfare Department, includes several villages and hamlets from Tehsils such as Khaltsi, Nyoma, Durbuk, Nubra, and Turtuk in Leh district, and Kargil, Drass, and Shakar Chiktan in Kargil district.

This declaration ensures that residents of these areas will now be entitled to reservation in education, jobs, and other welfare schemes, under the provisions applicable to ALC residents.

The step is seen as a significant move toward supporting border communities and promoting socio-economic inclusion in the sensitive and strategically important region.
